Why Wheaton rental repairs stall in three-way phone tag

It is 8:15 on a Monday. A tenant in a two-bedroom a few blocks from the Wheaton Metra station puts in a portal request: kitchen faucet dripping, getting worse. No photo. Your coordinator calls the plumber, who can come Thursday between 8 and noon, then texts the tenant. The tenant is at work and answers at lunch. Thursday is bad, could it be Friday after 2? The plumber does not do Friday afternoons, so the coordinator offers next Tuesday morning. Fine, says the tenant, but there is a dog, so please text first. The dog never makes it onto the work order.
On Tuesday the plumber knocks, the dog barks, nobody comes to the door, and the truck leaves. The invoice has a trip charge on it. On Wednesday the tenant writes again: "still waiting on the faucet." Nine days and a dozen messages later, the faucet is still dripping.
Where the days go
The repair is small. Scheduling it means three people agreeing on a time, and every round waits on whoever replies last. The tenant answers at lunch, the plumber between jobs, and the coordinator relays both on top of everything else that came in that morning. Each "does Thursday work?" costs half a day, and nobody did anything wrong.
What makes a visit succeed usually sits in a text thread: the dog, the lockbox, whether the tenant allows entry while they are out. If the vendor never sees it, the visit fails at the door, scheduling starts over, and the owner gets a trip charge on the statement with none of the story.
Illinois also puts a clock on this. The Residential Tenants' Right to Repair Act covers required repairs that cost no more than the lesser of $500 or half a month's rent. If the tenant sends written notice by certified or registered mail and the landlord does not make the repair within 14 days, the tenant can have it done and deduct the paid bill from the rent. The act does not apply to condominiums or to owner-occupied buildings with six or fewer units, among other exceptions. A faucet repair can easily fall under those limits, and the 14 days keep counting while everyone texts. (After-hours emergencies are a separate problem, which I covered in the Naperville post.)
Tenants notice the wait too, and nine days for a faucet reads as neglect however hard your coordinator worked. They still remember it at renewal time. The work order does not explain the delay either. It says "open," and the reason it stayed open is in somebody's phone, the same gap behind the month-end scramble in the Aurora owner reports post.
What replacing it looks like
Most of that back and forth is two calendars being matched by hand. A system can do the matching once it collects what it needs at the start.
- The request form asks for what the vendor will want: a photo, which fixture, whether it is getting worse, any pets, and whether the tenant allows entry when nobody is home.
- The tenant gets a link to mark every window that works over the next two weeks, so they only answer once.
- Your rules pick the vendor by trade and property. The vendor gets the photo, the address, the entry notes, and the tenant's windows, and taps a slot.
- Both sides get a confirmation, and the tenant gets whatever entry notice your lease requires, with a log that it went out.
- The day before, both get a reminder. The morning of, the vendor gets the dog, the lockbox code, and the tenant's number in one message.
- If either side needs a different day, they tap a link and the system matches windows again, so the coordinator is not starting a new thread.
- When the vendor closes the job with a photo, the tenant is asked whether it is fixed. A no reopens the ticket and sends it to a person.
- A request with no confirmed visit after a few days goes on a short list with its age beside it, which keeps anything from drifting toward day 14.
- Each step lands in the work order in your platform with a timestamp.

I have built this pattern before: lead capture and tracking for a pool service company, and structured quote, import, export, and general inquiry intake for a freight forwarder. A work order works the same way. Someone owns it, it has a status, and each step leaves a record.
What stays with you
Deciding who pays. The act does not let a tenant repair at your expense when they or their guests caused the damage, and whether a clogged drain is wear or misuse is a judgment call. The system puts the vendor's notes and photos in front of you, and you decide.
Spending over your limit. You set how much a vendor can spend without checking in. Anything above that comes to you or the owner, and so does the conversation when a repair turns into a replacement. So does choosing vendors, including whether one gets another chance after a missed visit.
The tenant who is out of patience. A second failed visit, a refused entry, or a message that reads like a legal notice goes straight to a person with the history attached. My rule on every build is that the system handles what repeats and a person takes anything that has turned into a conversation.
When not to build this
If you manage fifteen doors and your handyman texts tenants directly, the phone tag is small enough to live with. If your platform already lets tenants pick windows and your vendors actually use it, you have most of this. It is worth building once your coordinator spends most of the day passing messages along.
